Dr. Chen possesses over 25 years of academic and industrial experiences in biomedical data analytics, new technology venture incubation and investment, corporate turnaround management, and strategic planning for institutional sustainability in US, Japan, and Taiwan.
Dr. Chen is currently holding two teaching positions at the Department and Graduate Institute of Business Administration, College of Management, and the College of Medicine (joint appointment) of National Taiwan University (NTU). In addition, Dr. Chen is also the Adjunct Professor at the Biomedical EMBA, School of Life Science of National Yang Ming Chiao Tung University, as well as the Visiting Professor at Kyoto University Institute for Advanced Study (KUIAS), Institute for Integrated Cell-Material Sciences (iCeMS), Japan, and the Visiting Professor at the BioMedical Translation Research Center of Academia Sinica, Taiwan.
In the academic field, Dr. Chen serves as the Deputy Director of the iCeMS Taiwan Office at Kyoto University; he also serves as Deputy Director of the Center for Regenerative Medicine and Cellular Therapy (CRC), and the Adjunct Research Fellow in the System-on-Chip (SoC) Research Center at National Yang Ming Chiao Tung University (NYCU). In addition, in NTU, Dr. Chen served as the researcher at the Center for Artificial Intelligence and Advanced Robotics, as well as at the Center of Technology Policy and Industry Development. He also serves as the President of NII Capital (an University Venture Capital of National Taiwan Normal University), which focus on business in the form of venture capital investments and assists the startups companies which derived from University to commercialize their technology.
Dr. Jeff Chen served as advisor in several institutions, he was the advisor to the President office of National Yang Ming Chiao Tung University – NYCU, the advisor to the Superintendent office of China Medical University Hospital – CMUH, the advisor to the Development Center for Biotechnology – DCB, and the advisor to the Taiwan Japan Association for Business Communication - TJABC. In addition, Dr. Chen serves as the committee member in the Board of Science and Technology (BOST), Executive Yuan in Taiwan to review and coordinate the overall development of national science and technology (S&T) policy, The Executive Yuan is the executive branch of the Taiwan government, headed by the premier.
In his industrial experiences, Dr. Chen has a diverse and global investment experience, working in Tokyo and Silicon Valley for several years. Dr. Chen was invited to serve as the Independent Board of Director at Yang Ming Marine Transport Corporation, which is one of the leading container cargo shippers in the world. Dr. Chen successfully supervised the company turnaround business and made the company to be the top most profitable companies in Taiwan. Before advancing his career at academic field, Dr. Chen served as Chief Investment Officer for Acer, where he made several major investment decisions. Dr. Chen also held several important positions in Asustek Computer, Nomura group’s venture capital arm, JAFCO, and Hewlett Packard’s consulting service division.
Dr. Chen founded more than 10 start-up companies in different fields. Meanwhile, he also serves in various positions in those companies. He has a Ph.D. in Information Management from National Taiwan University (NTU) in the field of Medical Data Science, and an MBA degree from the College of Management at NTU. He holds another master’s degree in Electrical Engineering from the University of Southern California (USC), and a bachelor's degree Electronic Engineering from Chung Yuan Christian University. He can speak Chinese, English, and Japanese.
