Small and Medium Enterprise Development Research Center

The research center was established according to Guidelines for Establishing Research Center in College of Management, National Taiwan University. It was named “Small and Medium Enterprise Development Research Center” and approved at College Faculty Meeting in College of Management, National Taiwan University.

According to 2018 White Paper on Small and Medium Enterprise, more than 97% of enterprises in Taiwan are small and medium enterprises. The number of employees they recruit accounts for 78% of the overall employment population. Moreover, they are the main source of innovation in the industries in Taiwan; this reveals the importance of the small and medium enterprises towards the economy in Taiwan. Facing the change of environment and global competition, the development of small and medium enterprises in Taiwan is under severe challenge. How to enhance the capability of small and medium enterprises in Taiwan is significantly related to industry upgrading and national competitiveness, and it is an issue that must be highly emphasized by all circles.

The center aims to combine the College of Management in National Taiwan University with other experts from the relevant fields inside and outside the university to give guidance to the development of small and medium enterprises in Taiwan based on practical researches as well as deepen the understanding and control towards relevant issues. The cross-college and cross-department organization is specially established to assist small and medium enterprises in developing their ability of cross-border marketing, skill development, trading and investment, and innovative operation as well as enhance the economy and industrial competitiveness in Taiwan.

The integration of academic with enterprise practice is the important purpose for establishing the center. The center hopes to increase the exchange and cooperation between the College of Management in National Taiwan University and relevant groups for the information, teaching, research, and activities needed in guiding small and medium enterprise development. We plan to push relevant integrated research programs forward and expect our college to become the place of strategic importance for small and medium enterprise development and research in the Asian-Pacific region. The planned research topics include small and medium enterprise international market expansion, innovative enterprise incubation and growth, small and medium enterprise upgrading and transformation as well as small and medium enterprise handing down generation after generation and sustainable development. 

The main services provided by our center include: 
  • Industry-academia cooperation: Guidance programs related to industry development entrusted by government agency, impersonal entity, or enterprises from private and public sectors. Assisting small and medium enterprises to improve business structure and enhance competitiveness by combining business operation theories with appropriate guidance.
  • Seminar: Holding discussion and activities related to the topics of small and medium enterprise development, to invite academic circle, industrial circle, and government department to exchange their opinions on specific topics, contribute their professional experience, and find out the solution for the problems.
  • Data collection and publication: Collecting and organizing information relate to small and medium enterprise development systematically, including practical cases, government resource, legal regulations, and status of industrial development to establish database for small and medium enterprise development and research as well as publish the content in an appropriate form.
The center is established with one director to be responsible for the general planning, decision-making and management in the center as well as represent the center externally. The activities in the center is based on the project programs, and the principal investigator for the project coordinates the implementation of each project program as well as be responsible to the client. 
The center includes the following working groups: 
  • Industrial service group: Striving for industry-academia research program, implementing small and medium enterprise operation counseling, and planning strategies, structure, marketing, innovation, and financing development for small and medium enterprises. In addition, the information will be provided to the government, industries, enterprises, and academic institutions in an appropriate form
  • Information application group: The collection and analysis of data and information related to small and medium enterprises, research of skill development trend and latest application trend in small and medium enterprises. In addition, the information will be provided to the government, industries, enterprises, or academic institutions in an appropriate form.
  • Academic research group: Based on the practical development in small and medium enterprises, academic empirical research or case development is provided to enhance research capacity for the topics related to small and medium enterprises in the country.
  • Administrative activity group: In charge of the planning, implementation, evaluation, and support when executing the projects in the center as well as organizing relevant activities and seminars.
